Scramble?

If a channel shows scrambled does this mean it's the providers issue (not on their channel list) and if it shows bad signal or no signal this is an aliment problem? I have recently switched provider and I'm not getting any HD's contacted them and they said it's up? Strong signal and quality(high 80 to low 90 on both) and I did a re-scan?? Possible module issue? SD's come in strong and no settings have been changed.

Update ....I had a spare module sitting around as they have been known to go and I replaced it and bam...HD is back the blue module was just about 2 years old. I put the original green back in.
