    If a block heater in a dodge truck5.9 cummins is working should the block be warm to the touch .

    If you need a block heater then you should also use a battery heater, lead acid battery's don't work too good in sub zero weather.

    At a certian place above 90 North (I still can't tell anyone to this day) we used a block heater, two battery heaters and an oil pan heater, and wrapped the drivers and passangers seats in electric blankets.(sitting on a ice cube is not the best idea)
